JERSEY CITY -- When Clara Rodriguez Torres got out of Rikers in 2011, she struggled to make ends meet for years and found herself wishing for more programs that could help her get back on her feet. The cause of a one-alarm fire inside a Bidwell Avenue home Thursday night remains under investigation by the Jersey City Fire Department, a city spokeswoman said.
