  JERSEY CITY -- A one-alarm fire damaged a two-story building on Halladay Street on Monday, a city spokeswoman said.  At about 10 a.m., firefighters responded to a fire on the second floor fire at 422 Halladay St. and quickly knocked it down, spokeswoman Jennifer Morrill said.  The fire, which started in an electric baseboard heater, was contained to a bedroom in the front of the house, Morrill said.  The front window had been shattered and firefighters were working on the roof to stop the fire..
