JERSEY CITY -- A second police officer testified today that a Jersey City man charged with fatally shooting his 69-year-old neighbor in 2011 admitted to cops at the scene that he shot the victim. Patrick D. Powell, 44, is charged with firing the round that struck Robert Flagler in the chest on May 15, 2011, and now faces a retrial after an initial trial ended in a hung jury in 2014.
