    JERSEY CITY -- Strong winds have been wreaking havoc across the state, with Hudson County taking its fair share of damage.  The National Weather Service has issued a High Wind Warning for Hudson County until 2 p.m. Winds are expected to gust up to 60 mph.  Downed trees have closed several streets in Downtown Jersey City, including a stretch of Montgomery Street near Barrows Street.  Blowing debris at a construction site near the Holland Tunnel has shut Jersey Avenue between 15th and 18th stree..
