St. Patrick's Day is less than two weeks away, and to celebrate the occasion, the Jersey City St. Patrick's Day Parade committee joined Mayor Steve Fulop and members of the City Council for an Irish flag raising at City Hall on Thursday.  This year's parade will be held on Sunday, March 13.     A Jersey City man returned to his ransacked Van Nostrand Avenue apartment late Thursday night and discovered that nearly $3,000 in property and cash was gone, police said. The 24-year-old man told police that when he returned home this morning, he found he door to his apartment was ajar and determined it had been kicked in.
